The effect of one IV averaged across the levels of the other IV.

A main effect in the context of a factorial ANOVA just refers to the effect of one independent variable ignoring the other one.

Just imagine you only have one of the IVs at play. So a main effect is exactly the result of a one-way ANOVA.
