ODBC Client is a standard ODBC client provide with the default installation of OBIEE (Only in 10g)
It permit to issue any SQL against an ODBC data source.
It's a good way to confirm performance issue with the BI server client. For instance in case of a slow report in presentation service and if the logical sql query is fast in OBI ODBC client, you can confirm a performance issue with Presentation Services.
